Thank you for your feedback. This proposal was implemented after consideration and endorsement by the Local Traffic Committee on 21 June 2017 and approval by Council late 2017. The works were completed in late 2017.

Background

Council is seeking feedback on a Traffic and Parking Draft Plan for The Outpost, Northbridge. Residents in the affected parts of these streets will have received detailed correspondence from Council.

Following consultation regarding future uses of the former Northbridge Bowling Club, Council resolved to request proposals from operators for the adaptive reuse of the facilities for community purposes, including a commercial café. This proposed use will be subject to a Development Application (DA), as per the usual statutory process.

As portions of the land on which the former Northbridge Bowling Club and its greens are sited adjoin bushfire prone land, to comply with Legislation and provide for the access of a fire-service vehicle in a case of emergency, the Council proposes to restrict and prohibit parking along the western side of The Outpost, between Kameruka Road and The Palisade. This access is needed in order to protect existing buildings and facilities in Warners Park, as well as residential properties in The Outpost in the event of a fire.

Council reviewed traffic conditions in the area and has created a draft Traffic and Parking plan based on traffic data analysis, expert opinion and site observations. The draft Traffic and Parking plan provides options for proposed changes to alleviate traffic and parking issues in the area.

What is in the draft plan?

Council have appointed Traffic Engineering Centre Consulting to prepare a design plan that reflects and recognises the importance of maintaining residential amenity in The Outpost, by minimising the loss of on-street parking.

This plan formalises the following parking arrangements along The Outpost so there is adequate clearance for fire-service vehicles.

Proposed changes will include:

  • new signage which establishes parking and stopping restrictions for vehicles as indicated in the ‘Parking Plan’;

  • new signage to delineate the existing speed hump in the Warners Park Access Road;

  • new ‘zig-zag’ line marking and signage to better delineate the existing speed hump in Warners park; and

  • installation of a new convex mirror on the bend in the road, just west of The Palisade.

  • Pruning of trees where the vertical clearance from the road to the tree canopy is less than 4 metres which might limit the operation of fire control vehicles.
