Background

Willoughby City Council is progressing plans to bring the former Artarmon Bowling Club site into community recreation use.

On 24 July 2017, Council resolved to establish a Citizens Panel that will consider future options for the former Artarmon Bowling Club, and the cost of upgrading/maintaining the current building. Demolition of the building is not supported and is not part of the Panel’s considerations.

The establishment of a Citizens Panel follows broad community consultation undertaken from 1 May to 16 June 2017. More than 400 responses were received on the future of the site, with many suggestions for new uses for the former Artarmon Bowling club building and the greens. The Citizens Panel will be led by an independent facilitator and will provide recommendations to Council in December 2017.

Once the future of the building is determined by Council, the landscape design brief for the former Artarmon Bowling Club greens and Artarmon Reserve (to be known as the Artarmon Parklands) can be finalised and further community consultation will be undertaken in early 2018.

We are inviting interested members of the community to apply for the Citizens Panel which will have up to 15 people.

A maximum of four evenings meetings for the Panel are scheduled for September/ October 2017.

    The next phase of community consultation will commence in early September 2017, following the recent appointment of community members to form a Citizens Panel for the former Artarmon Bowling Club building.

    We received a total of 26 applications for the Citizens Panel. 15 people were appointed to represent the community as follows:

    • 2 residents living in Burra Road
    • 2 residents neighbouring the facility
    • 2 users/ hirers of the premises
    • 1 representative of Willoughby South Progress Association
    • 1 representative of Artarmon Progress Association
    • 1 representative of Naremburn Progress Association
    • 1 representative of a Youth group
    • 1 representative of an Aged Care group
    • 4 other community members

    The Panel’s Terms of Reference provide their duties and responsibilities. The Panel members reflect a balance in both gender and age groups and showed a range of desirable skills. Four Panel meetings will be held on Monday evenings during September 2017.

    Council has appointed Straight Talk Consulting, a community engagement specialist to chair and facilitate the Panel. We are confident that the interests of the wider community and key stakeholders will be taken into account as the Panel consider future options for the building and makes a recommendation for Council to consider in December 2017.

    Panel meeting output will be available on this page each Wednesday during September 2017.

    Willoughby Council is moving forward with plans to bring the former Artarmon Bowling Club site into community use, by establishing a Citizens Panel that will consider future options for the Artarmon Bowling clubhouse building. Willoughby Council purchased the former Artarmon Bowling Club site, located at 1A Burra Rd in February 2016, on condition that the site must remain a community recreation facility.
