We want to plan for future housing needs and position local centres for growth and change over the next 20 years. Revitalisation may include changing the rules for development, so we are inviting your feedback on our Local Centre and Housing Draft Planning Strategies.

So far we’ve received around 2000 responses to help us develop strategies for our housing and local centres.

You told us there is a need for revitalisation of village centres, without a loss of character, heritage or scale. There’s also concern about parking.

We want to continue the conversation with you. Ratepayers will have received a flyer with the recent rates notices.

Background Information

The previous consultation phase for Willoughby's Local Centres closed on Monday 5 February 2018.

The community’s ideas about what worked well and what would benefit from a change has helped us to draft a Housing Strategy and Local Centres Strategy for this round of consultation over the coming months.

The Draft Local Centres Strategy covers eight centres:

  • Artarmon
  • Northbridge
  • East Chatswood
  • Penshurst St
  • High St
  • Castlecrag
  • Naremburn
  • Willoughby South (recently added)
  • And tests ideas for a new centre in West Chatswood

Draft Local Centres Strategy

  • The health and vitality of Willoughby’s local centres are critical for the local economy and the amenity of residents.
  • The Draft Local Centres Strategy continues the examination of eight local centres for housing and jobs growth across Willoughby.
  • The potential for a new centre in West Chatswood will be explored.
  • Principles adopted for this work aim to:
    • Reinforce the importance of local centres as meeting places and for shopping and socialising.
    • Enhance local character and public amenity.
    • Stimulate economic investment.

Draft Housing Strategy

  • The Greater Sydney Commission’s North District Plan sets Willoughby’s five year housing target to 2021 at 1,250 dwellings.
  • Population forecasts indicate we will need between 6,000 - 6,700 additional dwellings by 2036.
  • One focus is to ensure our existing medium and high density residential zones achieve their potential.
  • Another focus is increasing housing in a new mixed use zone in Chatswood CBD.
  • A third focus is examining the potential for housing and employment in local centres.
