Between 11 August 2022 and 9 September 2022, feedback was sought on a proposal to amend planning controls relating to 100 Edinburgh Road Castlecrag (known as the Quadrangle site).

The proposal sought to amend the Willoughby Local Environmental Plan (LEP) 2012 to permit a mixed use development at the site, subject to development consent.

The proposal supported including an additional permitted land use of “residential flat building” at the site, along with height and floor space control changes, while maintaining the existing strip zoned public recreation at the rear of the site.

The exhibition also included draft amendments to the Willoughby Development Control Plan (WDCP).

The Council held a webinar on Thursday 18 August 2022. A recording of this webinar is available on the right hand side of this page.

On 26 April 2023, the Council endorsed the finalisation of a modified version of the planning proposal and development control plan for the site. The Council report is available here.

In accordance with the Council resolution, the Planning Proposal was subsequently referred to the Department of Planning and Environment in order to formally amend Willoughby Local Environmental Plan 2012 (WLEP 2012).

The Planning Proposal became Amendment 33 to WLEP 2012 and was notified on 9 June 2023.
