Update

The stakeholder and community feedback received by Council has been considered and, where appropriate, incorporated into the draft detailed design plans. The final detailed design plans were considered by the Traffic Committee at its meeting on 18 August 2021 in item 5.2 Hampden Road and Herbert Street, Chatswood to St Leonards - Bicycle Route Detailed Design Plans and Construction. The agenda is provided on Council’s website here

It is targeted that Council will consider the Traffic Committee minutes and its recommendation at its meeting in October 2021.

Council wants to hear your thoughts about draft detailed design plans to provide a safer and connected bicycle route linking Chatswood Central Business District with St Leonards Central Business District. SUBMISSIONS NOW WELCOME ON DRAFT DETAILED DESIGN PLANS

Extensive community consultation on a proposed Chatswood to St Leonards Bicycle Route (also referred to as Cycleway) via Hampden Road and Herbert Street linking Mowbray Road, Chatswood and Herbert Street, St Leonards was undertaken in June and July 2020.

This community feedback informed finalisation of concept design plans endorsed by Council in September 2020. The draft detailed design plans build on the approved concept and provide more information on the changes along the cycleway.

Community feedback on the draft detailed design will assist finalisation of the detailed design to support the community’s needs.

The Chatswood to St Leonards Cycleway forms an important part of Council’s bicycle network.

Chatswood to St Leonards Cycleway will connect residents and visitors to retail, service, cultural and recreational uses and transport modes in Chatswood Central Business District (CBD), Lane Cove, Artarmon Local Centre and St Leonards CBD.

The detailed design plan has been funded in the Department of Planning, Industry and Environment Active Transport Links Program (Active Transport Link 2).

PROPOSED CHANGES TO HAMPDEN ROAD AND HERBERT STREET LINKING MOWBRAY ROAD, CHATSWOOD AND HERBERT STREET, ST LEONARDS

Willoughby Council is committed to providing safe and accessible bicycle routes for the community. Safe bicycle routes encourage more people to ride, reduce congestion and support healthier and more active lifestyles. The draft detailed design plans provide the following:

  • A separated two way cycleway and shared paths along the east side of road in Hampden Road and Herbert Street
  • Connection with bicycle links within the Artarmon Local Centre, see below.
  • Improved bicycle and pedestrian connections at Palmer Street, Brand Street and Ella Street
  • Connections to local and regional bicycle routes including Punch Street, Cleg Street, Frederick Street, Pacific Highway (Active Transport Link 1) and Gore Hill Freeway via Punch Street
  • Enable a future bicycle connection to Chatswood CBD and Pacific Highway via the Sydney Metro Chatswood Dive Site connections.
  • Improved public domain with additional tree planting, bicyclist amenities, street furniture and landscaping along the route. A small number of existing trees will be removed but many more are proposed to be planted.
  • Relocation of the Artarmon Loop bus stop into the Artarmon Local Centre and a potential new stop in Barton Road.
  • Redistribution of street parking and a reduction of around 15 car spaces across the length of the route.

ARTARMON LOCAL CENTRE BICYCLE CONNECTIONS

The Artarmon Local Centre Public Domain Masterplan incorporates a shared path along the eastern side of Hampden Road connecting Brand Street and south of Jersey Road. The shared path will connect with bicycle lanes in Francis Road and Burra Road. Bicycle movement will benefit from traffic calming in the centre to produce a safer and lower speed environment and a 40 km/h High Pedestrian Activity Area.

The section of the route along Frank Channon Walk between Albert Avenue and Nelson Street is an established shared path and is not under consideration as part of this community consultation. A new shared path connection will be provided between Nelson Street and Mowbray Road through the Chatswood Dive Site when the Sydney Metro project is complete.

What happens next?

All comments will be taken into consideration and will contribute to the final detailed design plan.

The final detailed design plans will be considered by the Traffic Committee and forwarded to Council for its final decision.

When are the works planned for?

The next phase of the project is construction of the physical infrastructure. These physical works will follow Council approval of the detailed design plans and funding allocation.
