Expressions of Interest - Northbridge Community Facilities

Consultation has concluded

Council is calling for registrations of interest from organisations and individuals interested in delivering programs and services from the following three facilities in Northbridge:

  • Warner’s Park Centre – the Outpost Northbridge
  • Northbridge Bowling Club Community Room - the Outpost Northbridge
  • Northbridge Library Loft Community Space (formerly Artist studio) – 258 Sailors Bay Rd, Northbridge

Submissions will assist Council to co-ordinate community access to a mix of, social, cultural, recreational, Out of School Hours Care and community activities and services, and will assist Council to allocate resources in a transparent and equitable manner.

The following key priorities from Council’s Community Strategic Plan underpin plans for the Northbridge Community Facilities:

2.7 – Promote accessible services for the community

3.2 – Create recreation spaces for all

3.5 – Maintain quality of life by balancing population growth with the provision of assets and services

3.6 – Activate local spaces in creative ways

5.3 – Balance the creation of new public assets with the upgrade of existing public assets

What are we doing?

Extensive stakeholder engagement and community consultation has established a proposal for the adaptive re-use of the Northbridge Bowling Club site.

The upgrades to the Northbridge Bowling Club form part of an interdependent schedule of works, including a recent refurbishment of Warners Park Centre. Council’s objective is to increase utilisation and community access to the Northbridge facilities.

Important information

Warners Park Community Centre – submissions from Not for Profit organisations that provide activities/services that address the following criteria are encouraged:

  • Social inclusion to a diverse group in the local community
  • Community access, equity and participation, health and well-being and lifelong learning
  • Strengthening cohesion and respect between generations through intergenerational learning

A licence agreement for exclusive use of this facility may be offered to a community group who fit the above criteria.

Northbridge Bowling Club Community Room (ground floor) – this facility is being offered as a multi use venue. Current and interested hirers of both Northbridge Bowling Club and Warners Park Centre are encouraged to make a submission. Appropriate uses could include:

  • Children’s and adult exercise and education classes and workshops
  • Community meetings

Hire conditions will be in accordance with WCC Community Hire Agreement. Fees will be in accordance with Council’s published Fees and Charges.

Reconfiguration of the usage of Warners Park Centre and Northbridge Bowling Club is dependent on the completion of the Northbridge Bowling Club upgrade scheduled for completion by the end of 2020.

Northbridge Library Loft Community Space (formerly Artist studio) – this space is additional to the Northbridge Library Mezzanine Community Space currently offered for hirel. Appropriate uses could include:

  • Children’s and adult education classes and workshops
  • Community meetings

Availability of this community space for hire is scheduled for February 2020.

All submissions should comply with Council’s Community Facility Hire Policy which ensures equitable, efficient and effective management of the hire of Council’s community facilities.
