Help Council understand your Vision for ‘Land Use’ in Willoughby City to 2036 before Tuesday 30 April 2019!

During 2017 and 2018 we heard over 7,000 comments, thoughts and ideas from people across our city about what was important to them. This feedback was incorporated to develop the community priorities and aspirations and form a Vision for Our Future Willoughby 2028.

Our Future Willoughby 2028 identifies the vision for the future of Willoughby City as:

‘Willoughby’s diversity underpins our liveable and prosperous City’.

About Local Strategic Planning Statements (LSPS)

In March 2018, new amendments to the Environmental Planning and Assessment Act 1979 (EP&A Act) introduced requirements for councils to prepare and make Local Strategic Planning Statements (LSPS). The LSPS will set our land use vision, and planning principles, priorities, and actions for the next 20 years.

The statement will express the desired future direction for housing, employment, transport, recreation, environment and infrastructure for the Willoughby LGA as a whole, and guides the content of Council’s Local Environmental Plan (LEP) and Development Control Plan (DCP).

Council has engaged early and extensively in this process through the development of background planning studies and strategies. Community feedback received during the development of Willoughby Council’s Strategic Planning directions (currently in the 3rd round of consultation for Local Centres and Housing) combined with the Willoughby’s Community Strategic Plan (Our Future Willoughby 2028) will be incorporated into the development of a Draft LSPS. The Statement will be on exhibition towards the middle of 2019.

The LSPS is required to be consistent with the Greater Sydney Commission’s North District Plan and Councils Community Strategic Plan (CSP). The Statement requires approval by the Greater Sydney Commission and must be considered in the preparation of LEPs and DCPs. It may also support Council’s consideration and determination of development applications.

Council undertook seven months of community engagement which was synthesised and incorporated into the development of the Our Future Willoughby 2028. The Our Future Willoughby 2028 identifies the vision for the future of Willoughby City as:

‘Willoughby’s diversity underpins our liveable and prosperous City’.

This vision is supported by five strategic outcomes as outlined below and supported by a number of priorities:

  • A City that is green
  • A City that is connected and inclusive
  • A City that is liveable
  • A City that is prosperous and vibrant
  • A City that is effective and accountable

Council has been engaging with the community about potential Planning changes since early 2017.

In Feb - March 2017 Council introduced Position Papers for housing, Local Centres and Industrial Lands and a draft Chatswood CBD Planning and Urban Design Strategy; and In Nov 2017 – Feb 2018, council had developed concept studies from the previous Local Centres engagement where 3 development scenarios were tested
