Community feedback about residential parking has indicated a desire for an additional 3rd parking permit for larger household dwellings that have more vehicles and higher parking demand.

Willoughby City Council wants to hear from local residents about a proposal to allow for an additional (3rd) residential parking permit entitlement, for eligible properties across Willoughby city. Consultation closes 5pm on Tuesday, 17 December 2019.

Why has Council proposed a 3rd permit?

In November 2016, Council approved in-principle to increase the maximum resident parking permit entitlement from two to three.

An investigation into the introduction of a 3rd parking permit in the existing resident parking scheme areas that aligns and supports Council’s Community Strategic Plan, Our Future Willoughby 2028 and Street Parking Strategy has been completed.

The Proposal

It is proposed that Torrens Title (Deposited Plan) property is entitle for a maximum of three resident parking permits, provided that there are three cars registered at the address and the property has no off-street parking. The maximum number of permits that may be issued will be reduced by the number of off-street car spaces available to the property.

Definitions

Torrens Title (Deposited Plan) - A Torrens Title or Deposited Plan property is one in which the purchaser owns both the house and the land on which it is built. This is the most traditional form of ownership and means that you become the sole owner of the property (aside from the bank or financial institution providing the mortgage) and you are responsible for the property's upkeep - both inside the property and outside on the block of land.

Strata Title (Strata Plan) properties are generally are apartments, townhouses, villa and units. Due to the high number of Strata Title apartments and units at high rises, Council does not support and encourage Strata Title properties to have a third permit. This is consistent with Council’s resolution adopted in 1998.

BACKGROUND

On 1 May 1998, Council adopted the resolution that it will not issue Resident Parking Permits to residents of multi-unit developments constructed after 1998 as this does not meet the intention of the Willoughby Council Development Control Plan which stipulates that new developments should provide parking for all residents off-street and encourages the use of public transport.

With the increase of street parking demand in the Willoughby Local Government area, Council has released a Street Parking Strategy to better manage the demand and supply of on-street parking spaces.

The strategy provides a framework to manage parking equitably and evidence based. Parking restrictions to be introduced or adjusted will be based on criteria including land use type and proximity to major parking generators such as employment centres and transport interchanges.

Resident and visitor access to parking is proposed to be managed through the introduction of time restrictions and resident parking to help manage the limited available street parking capacity in an area. The guiding principles for the proposed street parking restrictions are:

  • provide equitable street parking spaces for residents and their visitors (families, guests, carers, trade people); and
  • support local businesses in the area that generate jobs and contribute to the local economy in the area.

This initiative aims to help us deliver on Community Priority 2.4 To reduce parking and traffic congestion; which forms part of our 10 year Community Strategic Plan, Our Future Willoughby 2028.
