Thank you for your feedback. This proposal was implemented after consideration and endorsement by the Local Traffic Committee on 21 August 2019 and approval by Council on 17 October 2019. The works were completed in mid 2021.
Background
Willoughby City Council is seeking feedback from local residents and businesses by 5pm Monday 17 June 2019 on a proposal to install two angle slow points in Alleyne Street; at Nos.11/12 and Nos.23/26. These slow points provide a single through lane and a horizontally deflection in travel path. These devices have been effective in reducing speeds in other locations in the Willoughby LGA.
This initiative aims to assist us in delivering Community Priority 3.1: Foster feelings of safety, security and cleanliness and Priority 3.4: Create desirable places to be and enjoy; which forms part of our Community Strategic Plan, Our Future Willoughby 2028.
The proposals are shown on the attached plan. Due to the length of Alleyne Street, it requires two devices to effectively control speeds. These devices require removal of two parking spaces at the following locations:
- One space on the western side, outside No.12
- One space on the western side, outside No.26

Background
Council received requests from residents to investigate speeding issues in Alleyne Street. In order to assess traffic volumes and speed levels through Alleyne Street, traffic surveys were undertaken. The survey results indicated that, at times, traffic was travelling above the posted speed limit of 50km/h in the subject section of Alleyne Street. It was also noted that there is a small proportion of heavy vehicles use in Alleyne Street (Mann Street-Victoria Avenue).
Based on the survey results, Alleyne Street between Mann Street and Victoria Avenue, which is a residential street, is appropriate for consideration of traffic management measures to control vehicle speeds to at or below the posted speed limit and reduce unnecessary heavy vehicle use. Residents of Alleyne Street have also indicated that raised thresholds as traffic calming measures are not favoured
On view of the above, slow-points were considered as an appropriate traffic calming measures for Alleyne Street.
Following this community consultation, a report will be prepared outlining the proposal and consultation results to the Local Traffic Committee for its consideration and Council approval. Should Council approve the installation of traffic calming measures, residents will be advised before the commencement of construction.
It’s important to note that this project is only at preliminary design stage and does not currently have an approved budget allocation in the Traffic Management program.
