Amendments to Willoughby City Council’s 2023/2024 Planning Fees and Charges were available here for public consultation from Monday 4 December until Friday 26 January 2024, following Council approval for public exhibition on Monday 25 September 2023. The amendments were adopted by Council at its 26 March 2024 meeting and the report to Council can be viewed in the Document Library on this page.



Background

Council adopted the Operational Plan 2023/24 on 26 June 2023, which included the Fees and Charges for 2023/24. On Monday 11 September 2023, a briefing was provided to Councillors on further potential changes to improve cost recovery and operations.

The briefing responded to the implementation of new planning controls contained in the Willoughby Local Environmental Plan 2012, which were amended on 30 June 2023, creating significant new capacity for growth in the Chatswood CBD and local centres. A review of Planning and Development fees and charges, particularly in the Chatswood CBD area has been undertaken, and a number of changes are proposed to better reflect the cost of providing a service and to manage the impact of growth.

The Proposed Fees and Charges Table 2023/24 found in the support documents section on this page summarises the proposed changes. These fee changes are being exhibited in accordance with Section 610F of the Local Government Act NSW 1993. Council will need to consider submissions arising from this exhibition before the fees can be adopted or imposed.

All feedback received will be reviewed before the final Operational Plan and Budget is presented to Council for adoption.
