Car sharing is a convenient and flexible sustainable transport option that provides access to vehicles without the need for ownership. It is a form of car rental that operates from designated parking spaces/zones and allows users to book a vehicle for a range of time periods - from an hour to several days - based on their needs.

We're seeking feedback on the proposed locations of ten new fixed car share parking bays.

• Fixed car share bays are on-street dedicated spaces that are line marked and sign-posted. The vehicle must be returned to the space once a customer finishes using it.

In addition we're also engaging on the locations of six new 'non-fixed' car share parking zones, we're proposing to trial for 12 months.

• A non-fixed car share zone allows one car share vehicle at a time to be parked within any available parking space inside a designated area. The zones are typically a Council-owned off-streetcar park or a defined on-street zone, in an area of lower parking demand.

In March 2025, Council resolved to trial ‘non-fixed’ car share spaces within council owned car parks and select on-street areas.

As our community grows, so does the demand for parking. In 2021, 43% of households in Willoughby owned two or more cars - up from 37% in 2016. This puts extra pressure on our street space, which also needs to support other important uses like footpaths, pedestrian crossings, and kerb ramps to keep people safe. Car sharing is one solution that makes better use of limited street space.

As part of Council’s Community Strategic Plan, Car Share Policy and Street Parking Strategy, we are committed to providing more car share vehicles to give people access to a vehicle when they need it, without the need to own one. It also means fewer private vehicles on our roads, which helps reduce parking pressure, traffic congestion, fuel use, greenhouse gas emissions and air pollution.

These locations have been chosen for accessibility and because they're in areas with high number of car share users/members and usage.

• Fixed on-street dedicated spaces are line marked and sign-posted. The vehicle must be returned to the space once a customer finishes using it.
• The bays will be marked and signposted with "No Parking Authorised Car Share Vehicles Excepted”.
