The stakeholder and community feedback received by Council has been considered and, where appropriate, incorporated into the draft concept design plans. The final concept design plans were considered by the Traffic Committee at its meeting on 23 June 2021 in item 5.1 Castle Cove to Chatswood - Bicycle Route Improvement Plan. • Approve the concept design along Eastern Valley Way, Smith Street and High Street, Chatswood.

• Note that no further development and design work will occur along Castle Cove Drive, Deepwater Road, Denawen Avenue, Neerim Road and Cammeray Road, Castle Cove.

• Approve detailed design be undertaken for Eastern Valley Way, Smith Street and High Street between Castle Cove Drive and Orara Street based on the concept design in the Plan.

• Note that stakeholder and community consultation of Eastern Valley Way, Smith Street and High Street will be undertaken in future years.

• Note that the Traffic Committee will be requested to consider and Council to approve the detailed design plan of Eastern Valley Way, Smith Street and High Street.

• Note that funding for the detailed design of Eastern Valley Way, Smith Street and High Street would be sought from Council’s Active Transport Program in future years

  1. You can view a recording of the Castle Cove Webinar that was held on Wednesday 10 June 2020. This webinar had a specific focus on proposed changes in Castle Cove Drive, Deepwater Road, Denawen Avenue, Neerim Road and Cammaray Road.
  2. Or you can view the Chatswood Webinar on Wednesday 17 June 2020. This webinar will have a specific focus on proposed changes in Eastern Valley Way, Smith Street and High Street.

Council wants to hear your thoughts on draft concept plans for the new bicycle route linking Castle Cove Peninsula with Orara Street, Chatswood in the survey below before the extended date of Sunday 2 August 2020. This consultation has been extended for an additional 6 weeks, following feedback from residents.

Council is working towards completing the bike network identified within the Willoughby Bike Plan, designed to encourage more people to cycle, reduce congestion and support more healthy and active lifestyles. The Draft Chatswood to Castle Cove Bicycle Route Improvement Plan is designed to deliver a well-connected bike network and to connect residents to local centres and Chatswood precinct.

The 3.4 km route will commence at Explosives Reserve and utilise Cammaray Road, Neerim Road, Denawen Avenue, Deepwater Road, Castle Cove Drive, Eastern Valley Way, Smith Street, High Street and end at Orara Street route. The bicycle route will be a combination of connected on-road links and off-road shared paths. The following bicycle safety, access and movement improvement changes are proposed:

  • Cammaray Road, Neerim Road, Denawen Avenue and Deepwater Road - On-road bicycle links with bicyclists sharing the road with motor vehicles.
  • High Street, Smith Street, Eastern Valley Way and Castle Cove Drive - Shared paths along one side of a road only. Bicyclists will share the footpath with pedestrians.

A bicycle route linking Castle Cove Peninsula with Orara Street, Chatswood is identified in Council’s Bike Plan 2012. Following detailed investigations the current route and proposed facilities are considered to provide the safest and most amenable, direct and accessible bicycle route for local residents and visitors. The route will provide access to local shops in Denawen Avenue, buses along Eastern Valley Way, businesses in the Chatswood East Industrial Area and provide for the future extension toward the Castle Cove shops thereby increasing its attractiveness to potential bicycle users.

To enhance the safety and amenity of the bicycle route for local residents and visitors the following features have been included:

  • Safer and slower traffic environment on Deepwater Road, Neerim Road and Alleyne Street through the implementation of raised thresholds on Deepwater Road and Alleyne Street and speed cushions on Neerim Road.
  • The installation of directional wayfinding signage for bicyclists along the route.
  • Bicycle storage facilities to be located near the bus stops on Eastern Valley Way.
  • The loss of a 4 car spaces along Deepwater Road, loss of 2 car spaces in Smith Street near High Street and potentially a loss of a small number of car spaces along Castle Cove Drive.
  • The removal of a small number of trees in High Street, Smith Street, Eastern Valley Way and Castle Cove Drive.

The formalisation of parking on the southern side of Castle Cove Drive next to Willis Park will also be undertaken as part of the works along Castle Cove Drive.

What happens next?

All comments will be taken into consideration and will contribute to finalising the concept plans.

The Local Traffic Committee will be requested to consider the final concept design plans and Council to approve the plans.

Detailed design will be progressed, should Council approve the concept designs. Community engagement will continue during the detailed design stages,

When are the works planned for?

The detailed design and implementation of works are proposed to be a staged. Specific details relating to detailed design preparation and consultation, final approval and funding allocation are yet to be finalised.
