Thank you for your feedback. Council supported the planning proposal and development control plan with amendments at its meeting of 2 August 2021. You can read the minutes from the Ordinary Council Meeting here.

Council has forwarded the proposal to the State Government to rezone the land in line with Council's decision.

NOTICE OF PUBLIC HEARING

  • Planning Proposal, Draft Amendments to Willoughby Local Environmental Plan 2012 (WLEP 2012)
  • Draft Amendments to Willoughby Development Control Plan (WDCP)

Following the recent public exhibition and requests made in submissions, Council has decided to hold a public hearing for the above planning proposal. The hearing allows community views to be heard in an open forum, overseen by an independent expert Chairperson.

As part of the hearing, an overview of the proposal will be provided as well as an explanation of the planning approval process.

The independent Chair will facilitate the hearing having considered all public exhibition submissions. The Chair will hear speakers on the day and submit a report to Council shortly after the hearing making a recommendation to Council regarding the planning proposal.

You can register for the on-line hearing below and view the proposal documents to the right of this page. A ZOOM link to join the on-line hearing will be sent via email the day prior which allows participation with sound and vision. Registered speakers will be able to speak at the hearing for a maximum time limit of five (5) minutes.

Political donations in the previous 2 years, of $1,000 or more, must be declared by persons speaking at the public hearing.

BACKGROUND INFORMATION


Exhibition of draft Planning Proposal, draft DCP


A draft Planning Proposal was previously on exhibition for sites at 1A-29 Bowen Street and 6-18 Moriarty Road, Chatswood in the Willoughby Local Government Area from Thursday 10 September 2020 until Thursday 8 October 2020.


The Planning Proposal aims to allow for high density residential development on these sites. The Planning Proposal also intends to restrict future subdivision associated with the development on these sites.


Addresses: 1A-29 Bowen Street and 6-18 Moriarty Road, Chatswood


The draft amendments include the following:


  • rezone the site from R2 Low Density Residential to R4 High Density Residential;
  • rezone the adjoining roadway in Bowen Street from R2 Low Density Residential to R3 Medium Residential;
  • increase the maximum floor space ratio control from 0.4:1 to 2.5:1;
  • increase the maximum height of building from 8.5 metres to 27 metres;
  • amend the minimum subdivision lot size from 550m2 to 6,000m2 by removing the site from the lot size map and inserting an additional clause under Clause 6.10;
  • amend the special provisions area map to include the site in Area 9 (affordable housing) and Area 12 (design excellence);
  • amend clause 6.8(2) to include Area 9 on the special provisions area map;
  • amend clause 3.8(7) ‘affordable housing’ to include reference to Area 3 and Area 9; and
  • introduce a Design Excellence Clause 6.24.
