Willoughby Leisure Centre Fees and Charges
At its meeting on Monday 15 December 2025, Council resolved to put the proposed 2025/26 Willoughby Leisure Centre Fees and Charges on public exhibition for community comment.
Background
Willoughby Leisure Centre is undergoing a major redevelopment designed to transform it into a modern, accessible, and sustainable recreation hub for people of all ages and abilities. This once-in-a-generation project will transform the centre by delivering four pools, a children's splash zone, a spa/sauna area, an upgraded multi-sport court hall, enhanced communal areas and improved accessibility and sustainability features.
The upgrade responds to ageing facilities and growing community demand. The heart of the upgrade is a revitalised aquatic area that will significantly expand water-based activities and programs.
New and enhanced aquatic experiences
- A refurbished and expanded eight-lane 25m pool ideal for lap swimmers
- A learn-to-swim pool to support swim school and beginners
- A warm-water four-lane 25m program pool designed for aqua-fitness, rehabilitation, therapy and group classes
- A children's splash zone
- New spa and sauna adjoining the pool deck
Additional enhancements
- Improved water filtration for better hygiene and reduced energy/water use
- New accessibility features supporting people with mobility restrictions
- Enlarged change facilities including a new family change room
The new facilities allow a broader range of aquatic programs (swim school, aqua-aerobics, rehab classes), catering to children, older adults, people with disabilities, and diverse cultural groups — fostering health, inclusion and lifelong participation in physical activity.
Proposed new membership types and fee structure
Two main membership types:
- Active Swim: members have access to all aquatic facilities
- Active Plus: members gain access to both the health club and aquatic facilities
These memberships categories are designed to reflect that not all pool users require gym access, but all gym users will now have access to pools through their membership, enhancing the value for gym users.
Casual admissions
Casual entry pricing provides choices between swim-only access, and swim plus spa and sauna access.
New Multi Visit Passes
Multi Visit Passes have been rationalised to a single, easy to administer ten visit pass that aligns with the broader membership framework.
Concessional pricing
Concession prices are available throughout the proposed fee structure to encourage everyone to stay healthy from seniors, to young people, to those living with disability or who are on a low income.
This pricing approach allows everyone to enjoy the four primary aquatic spaces without paying for facilities they don't want to use. It also helps us manage demand and reduce overcrowding in the spa and sauna areas, to keep everyone safe and comfortable.
New technology supports a better member experience
We're introducing a smart phone app, allowing everyone to easily sign up, manage bookings, pause memberships, and update details online.
New member offer
- New members who join during the introductory period will be guaranteed the introductory rate until the end of June 2027
- Individuals that join after the introductory period may be subject to higher rates
