Background

We are sharing the concept designs for the Artarmon Parkland Pavillion!

Following extensive community consultation, staged improvements to the site, and a formal design review process, you can now view both the initial and preferred concept designs for adaptive re-use of the Artarmon Bowling Club into a Community Pavilion.

We also provide the next steps in the project, anticipating DA submission in late 2020.

Project update:

  • June 2020 - Concept Design 1 developed by the consultant Architect.
  • July 2020 - Design Review Process conducted which engaged three independent architects with local knowledge and public space project experience.
  • September 2020 - Concept Design 2 developed as the preferred design option following the Design Review Process which clearly supported the principles of adaptive re-use and offered refinement ideas for Concept Design 1.

The Design Review process:

  1. A site visit and understanding of the local environment, context and scale
  2. Review of Concept Design 1 and community views on the design brief.
  3. Presentation of the design themes and principles by the designing Architect

Design Review panel feedback:

  • Support for adaptive reuse and sustainability
  • Support for continued community use
  • Acknowledging that adaptive re-use compromises a green-field approach to integration with the overall site, accessibility and separation of uses and recognises the cultural interest in the existing building.
  • Recognising individual panel architects reports to enhance the design.

Recommended Design Enhancements

  • Elimination of under-croft toilets and BBQ areas
  • The enhanced all-access transition between upper and lower levels
  • Relocation of all-access toilets to Pavilion level
  • Introduction of amphitheatre seating terraces
  • Shaded cascade display gardens
  • Relocation of BBQ to upper parkland under the existing gazebo
  • Retained size of the covered outdoor terrace
  • Separable kitchen access with internal servery
  • New store to the rear of the community room
  • Retention of the original built form and character

Next Steps

Concept Design 2 incorporates the recommended design enhancements and is the preferred design option. Council will request community feedback on the design as part of the DA exhibition period;

  • October - Nov 2020: Detailed design and lodge DA
  • November 2020 - Community consultation and feedback on the design as part of the DA public exhibition period.
  • Nov 2020 - Feb 2021: Tender & construction documentation
  • March 2021: Construction tender
  • May 21: Commence construction
  • Early 2022: Complete construction
