The final outcomes of the public exhibition were included in a Council Report and considered at a Council Meeting in March 2026
Council resolved:
1. Adopt the Encroachment on Public Lands Policy 2025 and place the adopted policy on Council's website and on Council's Policy Register.
2. Revoke and retire from Council's website and Council’s Policy Register the Lease of Unused Public Road Policy 2008 and Council-Owned Land - Owners Consent DAs Policy 2012.
3. Thank all participants for their contribution in the public exhibition process and advise them of Council's decisions.
4. Authorise the General Manager to make any minor amendments to the Encroachment on Public Lands Policy 2025 which do not alter its intent including the associated guidelines which will operationalise this policy.
At its meeting on 27 October 2025, Council endorsed the public exhibition of the draft Encroachment on Public Lands Policy for 28 days.

Once this engagement has closed, all submissions and comments will be reviewed, collated into an engagement outcome report and reported to Council at one of its meetings. At this meeting, Council will consider the report and make a decision on whether to adopt the policy. Everyone who provides a comment or submission will be notified about the meeting date.
