Consultation has concluded

Willoughby City Council undertook community and stakeholder consultation on a proposal to modify the parking restrictions along Keary Street and Oakville Road, in the vicinity of the Willoughby Public School and Willoughby Girls High School during late December 2021 and early January 2022. Community feedback was considered and the parking restrictions plan amended to incorporate submissions, the revised plans were endorsed by the Traffic Committee at its 9 March 2022 meeting and considered by Council at its 6 April 2022 meeting with Council recommending that a second round of consultation was undertaken.

Should modifications to the plans supported by the

Community feedback was considered and the parking restrictions plan amended to incorporate submissions, the revised plans were endorsed by the Traffic Committee at its 9 March 2022 meeting and considered by Council at its 6 April 2022 meeting with Council recommending that a second round of consultation was undertaken.

Should modifications to the plans supported by the Traffic Committee, or additional measures, be identified as part of this new round of consultation, this will be considered and if appropriate, be forwarded to the Traffic Committee for re-consideration and Council for a final decision. A supplementary period for community submissions was available until Friday 29 April 2022. No changes to the plans supported by the Traffic Committee are being proposed after consideration was given to the community comments. A summary of the community and stakeholder feedback is attached in in the Document Library. 

The implementation of the parking restrictions as supported by the Traffic Committee will now proceed and are anticipated to be implemented by the end of 2022, subject to work allocation, funding availability and weather conditions.

The parking changes are in response to a submission from Willoughby Public School and its Parents and Citizens Association to improve safety for school children and movement of parents and their children on Keary Street and Oakville Road prior to the start, and shortly after the end, of school on school days.

Background Information

The parking restrictions on Keary Street and Oakville Road aim to support the short term set down and pick up by buses and parents in motor cars by during school peak drop off and pick up periods which are 8:30am – 9:30am and 2:30pm to 4:00pm School Days and longer parking opportunities at other times during weekdays.

• Locating ‘quick’ set down and pick up areas using No Parking restrictions close to the entry points to the school. Parents stay with their vehicle and move off immediately after the child safely leaves the motor car.

• Providing short term parking areas to permit parent delivery of a child to the entry using 5 and 10 minutes duration parking. A parent can leave their car parked and safely take a child to and from the school entry and exit

• Maintaining bus stops and bus layovers to support safe and convenient bus access and operations in close proximity to the schools. To support bus use by students of the Willoughby Public School and Willoughby Girls High School.

• Provision of mobility impaired parking in Keary Street and Oakville Road

The  parking restrictions have been developed in collaboration with Willoughby Public School and its Parents and Citizens Association and in consultation with State Transit Authority and the NSW Police. The parking restriction changes are outlined below.

Keary Street

• Retain and shorten the length of the existing bus zone, west side of road, south of Oakville Road

• Consolidation and relocation of the Bus Zones, west side of the road, towards the intersection with Mowbray Road.

• Increase the length of the existing timed No Parking 8:30am – 9:30am and 2:30pm to 4:00pm School Days restrictions by approximately 5 metres, west side of the road, north of Eaton Street

• Provision of a new mobility parking space during 8:30am – 9:30am and 2:30pm to 4:00pm School Days, west side of the road, south of the intersection with Eaton Street

• Provide 10-minute parking during 8:30am – 9:30am and 2:30pm to 4:00pm School Days in place of the existing unrestricted parking, east side of road, between Eaton Road and Mowbray Road.

• Retain full time No Stopping restrictions at intersections, pedestrian crossings and driveways.

Oakville Road

• Provide No Parking 8:30am to 9:30am and 2:30pm to 4:00pm on School Days) in place of existing 5-minute parking 8:30am – 9:30am and 2:30pm to 4:00pm School Days, south side of the road, between the wombat crossing and Keary Street

• Provide No Parking 8:30am to 9:30am and 2:30pm to 4:00pm on School Days) in place of existing 5-minute parking 8:30am – 9:30am and 2:30pm to 4:00pm School Days, south side of the road, between the wombat crossing and proposed 10 minute timed parking restrictions (see below)

• Provide 85-metre 10 minute 8:30am – 9:30am and 2:30pm to 4:00pm School Days, south side of the road, between the abovementioned timed No Parking restriction and Medway Lane.
