Following the Extraordinary Council Meeting of 9 February 2026, the Planning Proposal was subsequently referred to the Department of Planning, Housing and Infrastructure in order to formally amend Willoughby Local Environmental Plan 2012 (WLEP 2012), consistant with the Council resolution.
The Planning Proposal became Amendment 41 to WLEP 2012 and was notified on 27 February 2026.

A report regarding the matter was discussed at an Extraordinary Meeting of Council Meeting on Monday 9 February 2026.
At the meeting Council resolved to proceed with the Heritage Listing

Background
Council sought feedback on a Planning Proposal for the listing of 106 Sydney Street, North Willoughby as a heritage item of local significance. The Planning Proposal seeks to amend Schedule 5 of Willoughby Local Environmental Plan 2012.
The house and grounds located at 106 Sydney Road, North Willoughby have been assessed to meet the threshold for heritage listing at a local level and should be recognised for their significance.
