Background:
Willoughby City Council is committed to improving sustainable and accessible transport options across the LGA. As shared e-mobility devices such as e-bikes and scooters become more common, we're taking proactive steps to regulate their safe and responsible use on public land.
To support this, Council has developed a Draft Shared Electric Mobility Operator Guidelines document. This aims to ensure that shared e-mobility services operate in a way that is safe, equitable, and consistent with Council’s broader transport, accessibility, and sustainability goals.
Shared e-mobility services can offer flexible, low-emission transport options—but without clear local guidelines, they can pose risks to safety, accessibility, and visual amenity. These guidelines aim to strike a balance between innovation and regulation.
Who the guidelines are for
The standards, conditions, and approval processes are for shared e-Mobility operators seeking to operate within the Willoughby LGA.
What the guidelines cover
- Clear requirements for e-mobility operators, including safety, redistribution, insurance, and compliance obligations.
- Footpath and public space management to reduce clutter, maintain accessibility, and prevent obstruction.
- Integration of shared e-mobility with public and active transport infrastructure.
- Rules around parking, asset placement, and data sharing, including GPS tracking and incident reporting.
- Encouragement of responsible operators to promote public safety, environmental sustainability, and community amenity.
