Victoria Avenue Movement and Place Plan 

Willoughby City Council is undertaking a Victoria Avenue Movement and Place Plan (VAMPP). The VAMPP is to be a high-level strategic study.  

The purpose of this study is to confirm and document the vision for Victoria Avenue as a place that prioritises its future users. Future users include people coming to Victoria Avenue as a destination to shop, work and dwell, as well as the people who need passing through Victoria Ave efficiently to reach other destinations. Doing so will help ensure that future public and private investment reflects the full mix of users and doesn't just prioritise private vehicles.

The key objectives of the project are: 

  • Recognise and enhance the 'Place' (Destination) function of Victoria Avenue while balancing this role with its 'Movement' function'

  • To develop a Movement and Place plan for Victoria Avenue 

  • Pilot and refine the Movement and Place methodology for future use in other town centres

  • Utilise contemporary best practice urban design and transport planning

Victoria Ave is the main 'high street' of the Chatswood CBD. It is a busy street for people accessing the many shops, workplaces, schools, transport and other services located in the area. It is also an important east-west route for traffic. Road safety, congestion and amenity are key issues given the high volumes of pedestrians and traffic.  


The Study Area 

The geographical extent for the project focuses on Victoria Avenue from Anderson Street to Penhurst Street. This includes part of Chatswood CBD, Stanley Avenue shops, Penshurst Street shops and Mashman Park containing the ‘paydirt’ art installation at the fountain. A map of the area can be found on the left hand side of this page as well.


Consultation


The VAMPP will have two (2) opportunities for Community input. Council is initially consulting with key stakeholders groups to inform the initial draft; the draft will later be publicly exhibited so that the wider community can also have input. The initial focus for Community Engagement is on key Stakeholders such as relevant government agencies, large land and business owners and representative groups such Chambers of Commerce, Progress Associations and bicycle advocacy groups. There will be a limited opportunity to participate so we are seeking Expressions of Interest (EOI) for Community members, and business and land owners.

As part of the initial stage of the VAMPP, Willoughby City Council is holding a number of community consultation sessions so that stakeholders can provide preliminary feedback to inform our future vision for accommodating pedestrian and transport movement on Victoria Avenue.

You are invited to express interest in attending a walkshop and/or workshop. Spaces are limited. See EOI request at the bottom of the page.


Walk shop

To progress this project, the Willoughby City Council will be holding a walkshop with interested community members.

Instead of sitting in a room, Willoughby City Council are asking you to join us on a walk along Victoria Avenue. On the walk, you will be able to share your experiences, where and why you feel unsafe and discuss your ideas for improvement to further create a better experience at Victoria Avenue.

Listening to your experience will give us a better understanding of your needs and concerns. Your feedback and insights will help shape trial interventions to help improve integration of land use and transport along Victoria Avenue.

Walkshop: To be held from 1:30pm-3:00pm Wednesday 20 March 2024

To progress this project, the Council will be holding a workshop with interested community members to share some of this initial research and to discuss and refine the Strategy’s strategic directions.

The workshop will provide an Introduction to the VAMPP project and the identification of the vision, objectives and performance indicators. This initial consultation aims to provide an introduction to the study and share our initial thoughts about the vision and objectives for Victoria Avenue; and hear stakeholders thoughts on key issues and challenges which are of their primary concern.

The Expression of Interest (EOI) for this project will close to members of the public on Monday, 11 March, 2024. Submit your interest before the deadline to be considered.


Place-based planning is centred around people. This means understanding who we are planning Victoria Avenue for, and who we need to help us engage to help us make the plans and decisions around the future of the street.
